The Jordan Payments and Clearing Company (JoPACC)

The Jordan Payments and Clearing Company (JoPACC) was established in 2017 as a private shareholding company by the Central Bank of Jordan and the 25 banks operating in the country at the time. The company’s mission is to ensure that digital payments in the kingdom are safe, efficient, interoperable, accessible and up to international standards. JoPACC works in the three main areas of operating and developing retail payment systems; introducing and investing in digital financial solutions; and knowledge production and dissemination.

In the area of operating and developing retail payment systems, JoPACC owns five payments systems. These are The Electronic Cheque Clearing System (ECC) for cheque processing, the Automated Clearing House (ACH) for debit and credit bank transfers, eFawateercom for the electronic presentment and payment of bills, JoMoPay for mobile wallet payments, and CliQ for instant payments.

In the area of digital financial solutions, JoPACC’s solutions include but are not limited to introducing and setting the standards for QR code for payments; eKYC (electronic know your customer procedure); a unified agent interface (UAI) for mobile money; and a search engine for registered mobile wallets through the mobile wallet gateway.

Regarding Knowledge production and dissemination, JoPACC’s knowledge encompasses videos, booklets, market analysis reports, and training sessions. Through partnerships with various players, JoPACC strives to reach the financially excluded (from women to migrant workers to refugees) and to equip them with the needed knowledge to bring them into the formal financial system and to respond to their needs.

JoPACC works closely with the financial sector, the government, the IT sector, businesses, and with local and international entities to serve all financial services users and to cater to their needs.
